TIMELINE OF NURSE PRACTITIONER ASSOCIATION HISTORY AND ACHIEVEMENTS IN NEW YORK
1980
- The Nurse Practitioner Association was formed
1985
- First Annual Conference held in Albany, NY
1988
- Landmark legislation authorizing title and scope of practice for NPs in New York State
1992
- NPs acquire full DEA controlled substances prescriptive authority
- Emergency room practice and hospital coverage rights enacted
1993
- NP gain the ability to make referrals for physical and occupational therapy
1997
- Medicare reimbursement at 85% of the physician’s rate enacted federally for all NPs
1998
- Association forms a Political Action Committee (PAC)
2002
- NP Practice Area Bill signed into law authorizing NPs to be school medical inspectors, perform routine biennial medical inspections of bus drivers, and other conforming legislative updates as a result of the 1998 NP law
2003
- Respiratory Therapists can now accept orders from NPs
2004
- Clinical Lab Bill is passed
2006
- Medical Emergency Utility Services Bill and Handicap License Plates Bill signed into law authorizing NPs to certify patients for these services
2008
- NPA first introduces legislation to remove Statutory Collaboration (Nurse Practitioners Modernization Act)
2010
- NPs authorized to conduct eye examinations and sign loss of consciousness with NYS DMV
- Valid Signature bill introduced within NYS Legislature
2011
- Death Certificate Bill authorizing NPs to sign death certificates enacted
- NPs included in NYSHIP Empire Plan providing 121,000 state employees and families with access to NPs
- NPA invited to participate in Governor’s Medicaid Redesign Team (MRT); removal of written practice agreement for NPs was among top MRT recommendations
2012
- Mental Health Bill allowing psychiatric NPs to voluntarily admit patients introduced; Nurse Practitioner Modernization Act (NPMA) passes Assembly only
- NPA invited to participate on Affordable Care Regional Advisory CommitteeÂ
2013
- Governor Cuomo proposes budgetary language that would eliminate the written practice agreement for NPs in certain settings; ultimately not included in final budget
2014
- The Nurse Practitioners Modernization Act signed into law by Governor Cuomo as part of the 2014-15 NYS budget; to become effective January 1, 2015
2015
- The NPA was invited to participate on Care Committee of Governor Cuomo’s Ending of AIDS Epidemic Taskforce
- NPA supported Meningitis bill signed into law requiring vaccinations for students entering 7th grade and then a booster in 12th grade
- NPMA Clean Up bill signed into law making technical changes to select provisions of the law to reflect enacted NPMA by eliminating inappropriate references to the written practice agreement while also authorizing NPs to perform physical examinations for Barbers seeking licensure
2016
- Nurse Practitioners added to authorized list of practitioners to certify patients for the New York State Department of Health’s Medical Marijuana Program
2017
- Do Not Resuscitate (DNR) Bill signed into law authorizing nurse practitioners to execute orders not to resuscitate and orders relating to life sustaining treatments.
- Automated External Defibrillators (AED) Bill signed into law. An act to amend the public health law, in relation to AED and nurse practitioners/physicians’ assistants.
- NP Civil Service Bill signed into law directs the president of the civil service commission to study and publish a report about compensation and pay grades on nurse practitioners.
2018
- DNR Clean-Up Bill authorizing a patient’s attending nurse practitioner to witness the patient’s execution of a health care proxy signed into law.
2019
- Workers Compensation Program – the 2020 Executive Budget included statutory changes that will ensure that workers injured on the job will have greater access to care by adding NPs to the list of “medical professionals” identified “as care providers under the workers compensation system.” This will become effective January 1, 2020.
